Dr. Bill Bailey is the Vice President of Medical Relations and Risk Management Officer at Medicus Insurance Company. He serves as a liaison with potential and existing insureds and monitors the claims process, including helping identify experts for defense in various states. Additionally, he leads the risk management program, in which he creates and presents risk management educational materials in states where Medicus writes business.

He brings to his position a unique background as a practicing plastic surgeon for 33 years, a licensed attorney for 29 years and a long-standing advisor to medical professional liability insurance companies.

Prior to joining Medicus, Dr. Bailey served as a medical and marketing consultant to Insurance Corporation of America. He provided consulting services in the medical professional liability business from 1991 to 1997, during which he helped develop the company’s risk management program.

In 1989, he was invited to work with The Doctors Company as a claims consultant during the breast implant crisis. He worked with the company as a claims consultant for seven years.

His medical professional liability experience began when he combined his medical and legal training to become a medicolegal consultant in 1980, and he maintains that practice to this day.

In addition to his plastic surgery practice, Dr. Bailey has taught both medicine and law at prominent Texas universities, served as a member of the Board of Directors of the Texas Medical Center, as well as numerous community organizations and state government advisory panels. With this, he has authored dozens of medical and legal articles.

He was the President of the Texas Medical Association during the fight for tort reform in Texas and is a Texas Delegate to the American Medical Association. Dr. Bailey earned his undergraduate degree from the University of Texas at Austin. He earned his medical degree from University of Texas Medical Branch in Galveston and his Juris Doctor from the University of Texas School of Law.
